Network Science Exploration Research Grants
As a part of Network Science Day, The Network Science Initiative - in conjunction with the Office of the Vice President for Research, the Institute for CyberScience, the Huck Institutes of the Life Sciences, Materials Research Institute, the Social Science Research Institute and the Penn State Institute for Energy and the Environment have created the Network Science Exploration Research Grants to help graduate students to foster stronger collaboration in Penn State's research environment and to encourage the innovative use of network approaches in new fields.
The purpose of these research grants is for students to engage in original research focusing on some aspect of network science in collaboration with at least one faculty member.
Application deadline: April 2, 2010.

Lockheed Martin University Research Initiative: Call for Abstracts
We have received the 2010 Lockheed Martin University Research Initiative - Call for Abstracts. Penn State is allowed to submit three abstracts; therefore, we are conducting an internal downselect.
For the 2010 Call for Abstracts, Lockheed Martin (LM) has set the goal of establishing research partnerships at universities, which focus on strategic technology development and growth. Proposed projects must describe a relevance to LM Strategic Technology Threads (listing a maximum of 3.) View summary of LM's Strategic Technology Threads.
We also want to stress the importance of having a Lockheed Business Unit providing support for the submitted abstracts in the form of a letter of support, and listing a "Lockheed Martin Point of Contact" on the abstract form in the area designated for this purpose.
Faculty interested in submitting an abstract for this initiative must complete the short online Notice-of-Intent in order to receive the pre-application form. Please see notice-of-intent (NOI). (Once the NOI is submitted, the pre-application will be sent to the email address entered on the form.)
The completed application must be submitted to limitedsubs@psu.edu by Monday, March 29th at 9:00AM.

Seed Grant Opportunity: Marcellus Shale Development

The Social Science Research Institute (SSRI) and Penn State Institutes of Energy and the Environment (PSIEE), in conjunction with the Marcellus Initiative for Outreach and Research, are jointly supporting new research collaborations on the human/societal impacts and on environmental issues related to the development of the Marcellus Shale.

Gas production companies have known for years about vast reservoir of natural gas distributed throughout the rock of the Marcellus Formation of the Appalachian Basin. Extracting the gas may well help meet the nation's energy needs as well as spur substantial economic development in many of Pennsylvania's rural communities. But mining the gas also will transform those communities. Identifying the family, community and social impacts of Marcellus development is key for local, regional and state responses to ensure that the boom is managed without a bust.

Seed grant awards can be up to $50,000 with the funds allocated for a 12-month period. Priority will be given to interdisciplinary research and integrated research-outreach projects involving investigators from different colleges or different department with identified prospects for external funding.

Letters of intent are due April 1, 2010. Full proposals are due April 22, 2010.

Substance Abuse Selected as Health Research Priority for PA Department of Health Non-Formula Funds for 2010-2011
Due in large measure to the efforts of PSU faculty members, the PA Dept. of Health has selected substance abuse as the sole focus for FY 2010-2011 tobacco settlement funds. The SSRI will hold a meeting of interested investigators in late February or early March. This is a limited submission opportunity and so efforts must be coordinated to be most effective.

OFFICE OF NAVAL RESEARCH SUMMER FACULTY RESEARCH PROGRAM

The Office of Naval Research sponsors the Summer Faculty Research Program for U.S. citizens who hold teaching or research appointments at U.S. colleges and universities. These programs provide an opportunity for science and engineering faculty members to participate in research of mutual interest to the faculty member and professional peers at U.S. Navy laboratories.
The Summer Faculty Research Program is a 10 week program, beginning in May 2010. Stipends range from $1400 to $1900 per week for the summer program. Each fellow will be reimbursed for his/her personal travel for an optional pre-program visit to the sponsoring laboratory. Relocation assistance is provided to qualifying fellows.
The program is residential and all work must be completed on site at the sponsoring U.S. Navy laboratory. Faculty members from Historically Black Colleges and Universities, Minority Institutions, American Indian Tribal Colleges and Universities, and Hispanic Serving Institutions (HBCU/MI/TCU/HIS), as designated by the U.S. Department of Education, are especially encouraged to apply.

AIR FORCE SUMMER FACULTY FELLOWSHIP PROGRAM
The application deadline for Summer 2010 Faculty Research Program is December 1, 2009.
The Air Force Summer Faculty Fellowship Program (SFFP) offers hands-on exposure to Air Force research challenges through eight (8) to twelve (12) week research residencies at participating Air Force Research Facilities for full-time science and engineering faculty at U.S. colleges and universities. New to Program: Fellows have an opportunity to bring a graduate student with them. Weekly stipends range from $1,300 to $1,700 for the faculty and $884 to $1,037 for an accompanying graduate student. New NSF Proposal & Award Procedures Guide (PAPP)
The NSF has just posted a revised version of the NSF PAPP (NSF 10-1). The new PAPP Guide will be effective for proposals submitted on or after January 4, 2010. Significant changes made to the PAPP include:
- Addition of a completely new proposal certification to address the responsible conduct of research requirement of the America COMPETES Act; and
- An entirely new requirement for PIs to provide a project outcomes report for the general public within 90 days following the expiration of the grant, to comply with the America COMPETES Act.

The U.S. Army Medical Research and Materiel Command Military Operational Medicine Research Program (MOMRP) Funding Opportunity for Fiscal Year 2010

The U.S. Army Medical Research and Materiel Command, Military Operational Medicine Research Program (MOMRP) intends to publish a funding opportunity inviting research applications to conduct randomized controlled trials (RCTs) that focus on validating and/or optimizing treatment for "complicated" posttraumatic stress disorder (PTSD) among active duty Army Soldiers. For the purpose and intent of this funding opportunity, "complicated" PTSD is defined as PTSD with co-occurring mental disorder(s) including Generalized Anxiety Disorder, Substance-Related Disorders, and Mood Disorders, as well as other co-occurring problems like bereavement, sleep disturbance, chronic pain, suicide behavior, or multiple traumas (e.g., military sexual trauma and combat-related trauma). MOMRP encourages submissions by members of the research community with interests in improving evidence-based psychosocial, behavioral, pharmacological, and/or combined treatment of active duty Army Soldiers with "complicated" PTSD who have previously deployed, are currently deployed, or are post-deployed from Operation Enduring Freedom/Operation Iraqi Freedom (OEF/OIF). Applicants must demonstrate the ability/plan to access and recruit active duty Army participants. This funding opportunity maximum amount is $3.5 million with a period of performance of no longer than three years.

NIH has posted a "Reminder and Clarification of NIH Policies on Similar, Identical, or Essentially Identical Applications, Submission of Applications Following RFA Review, and Submission of Applications with a Changed Activity Code." The notice was driven by the large number of Challenge award applications and the expectation that many such applications eventually will be submitted as R01s.

NIH new "GO" Grants Program

Under the Recovery Act, the NIH has established a new program entitled Research and Research Infrastructure "Grand Opportunities" hereafter called the "GO" grants program. This new program will support projects that address large, specific biomedical and bio-behavioral research endeavors that will benefit from significant 2-year funds without the expectation of continued NIH funding beyond two years. The research supported by the "GO" grants program should have high short-term impact, and a high likelihood of enabling growth and investment in biomedical research and development, public health, and health care delivery. Only applications with budgets greater than $500,000 total costs per year for a project period of two years are expected to be considered. The total annual cost for individual awards is expected to vary, depending on the scope of the project and the number of participating institutions.

The participating NIH ICs have designated at least $200 million in FYs 2009 - 2010 to fund 200 or more grants, contingent upon the submission of a sufficient number of scientifically meritorious applications. Because the nature and scope of the proposed research will vary from application to application, the size of each award will also vary.

The NIH has published an announcement updating and expanding the NIH Director's Bridge Award (NDBA). The NDBA provides continued but limited bridge funding for meritorious investigators who just miss the funding cutoff and have minimal support from other sources. The continued funding is intended to permit the Principal Investigator additional time to strengthen a resubmission application. An NDBA recipient receives an R56 award for a single year. NIH received $91.3 million in the Omnibus Appropriations Act, 2009 to support vulnerable research programs.

The Penn State Clinical and Translational Science Institute (CTSI) Pilot Project Grants
Goal: to catalyze the development of interdisciplinary research teams (also called "Translational Research Clusters") that address relevant health problems, and to assist them in the generation of preliminary data that support future applications for extramural funding. Approximately eight awards are anticipated. Funding is being provided by the College of Medicine, the Huck Institutes for the Life Sciences, the Social Science Research Institute, and the Institute for CyberScience.

As part of an initiative to build a cross-disciplinary community of scholars doing qualitative social science research, the Penn State Qualitative Research Interest Group (QUIG) is organizing a one-day training opportunity in NVivo8--the leading qualitative data analysis software program--for faculty and professional research staff. Workshop registration is BY INVITATION ONLY and space is limited. NIH Peer Review Changes

NIH will begin to implement a number of changes to the peer review process that apply to most applications submitted for the January 2009 deadline and beyond. The new system of reviewing and scoring applications, that is designed to increase reliability, consistency and transparency include: 1) scores on a 9-point rating scale; 2) enhanced review criteria with individual scoring; 3) formatted reviewer critiques; 4) clustering of new investigators, and 5) single resubmissions.

Congressional Research Awards: Proposal deadline February 1, 2009
The Dirksen Congressional Center invites applications for grants to fund research on congressional leadership and the U.S. Congress. A total of up to $30,000 will be available in 2009. Awards range from a few hundred dollars to $3,500. The competition is open to individuals with a serious interest in studying Congress. The Center encourages graduate students who have successfully defended their dissertation prospectus to apply and awards a significant portion of the funds for dissertation research. Applicants must be U.S. citizens who reside in the United States. Please visit the Center website for full information.

Understanding and Facilitating Human Behavior Change

The T-R01 program invites proposals from investigators and interdisciplinary teams working to understand basic mechanisms of behavior change at the biological, behavioral and social levels and developing innovative approaches to intervention. Questions of particular interest include how the interaction between neural, biological, behavioral, psychological, and social factors result in initial and sustained behavior change (possibly best understood via trans-disciplinary approaches including neuro- and behavioral economics, affective neuroscience, and approaches that focus on "will power" or behavior regulation). Highly responsive applications may also propose the use of new technologies and/or consider the broader context in which individuals live to understand basic mechanisms of behavior change common to multiple health conditions.

The Center for Family Research in Diverse Contexts (FRDC) in partnership with the Children, Youth, and Family Consortium (CYFC) invites faculty to submit proposals for seed grant monies for the 2009-2010 academic year. The FRDC also invites graduate students to submit proposals for funding opportunities. The goals of the funders are 1) to develop and promote interdisciplinary collaborative basic and applied research involving the study of diverse populations, and 2) to provide training in diversity research for young investigators and transitional scientists.
