OFFICE OF NAVAL RESEARCH SUMMER FACULTY RESEARCH PROGRAM
The Application deadline for the 2010 Summer Faculty Research Program

The Office of Naval Research sponsors the Summer Faculty Research
Program for U.S. citizens who hold teaching or research appointments at
U.S. colleges and universities. These programs provide an opportunity
for science and engineering faculty members to participate in research
of mutual interest to the faculty member and professional peers at U.S.
Navy laboratories.
The Summer Faculty Research Program is a 10 week program, beginning in
May 2010. Stipends range from $1400 to $1900 per week for the summer
program. Each fellow will be reimbursed for his/her personal travel for
an optional pre-program visit to the sponsoring laboratory. Relocation
assistance is provided to qualifying fellows.
The program is residential and all work must be completed on site at the
sponsoring U.S. Navy laboratory. Faculty members from Historically Black
Colleges and Universities, Minority Institutions, American Indian Tribal
Colleges and Universities, and Hispanic Serving Institutions
(HBCU/MI/TCU/HIS), as designated by the U.S. Department of Education,
are especially encouraged to apply.
AIR FORCE SUMMER FACULTY FELLOWSHIP PROGRAM
The application deadline for Summer 2010 Faculty Research Program is
December 1, 2009.
The Air Force Summer Faculty Fellowship Program (SFFP) offers hands-on
exposure to Air Force research challenges through eight (8) to twelve
(12) week research residencies at participating Air Force Research
Facilities for full-time science and engineering faculty at U.S.
colleges and universities. New to Program: Fellows have an
opportunity to bring a graduate student with them. Weekly stipends
range from $1,300 to $1,700 for the faculty and $884 to $1,037 for an
accompanying graduate student. Daily expense allowances are available.

New NSF Proposal & Award Procedures Guide (PAPP)
The NSF has just posted a revised version of the NSF PAPP (NSF 10-1). The new PAPP Guide will be effective for proposals submitted on or after January 4, 2010. Significant changes made to the PAPP include:
- Addition of a completely new proposal certification to address the responsible conduct of research requirement of the America COMPETES Act; and
- An entirely new requirement for PIs to provide a project outcomes report for the general public within 90 days following the expiration of the grant, to comply with the America COMPETES Act.

NSF Major Research Instrumentation (MRI) Program
Instrumentation Development and Acquisition
The next solicitation for the NSF MRI program is pending the approval of
a budget by Congress. The office of the Associate Vice President for
Research is therefore delaying the usual internal downselect for this
program since there is a possibility that the program will not be
accepting proposals for the usual annual deadline of January 2010. This
memo is to encourage faculty to begin to consider the program and to be
prepared for the internal downselect since the timeline for the
downselect will possibly be somewhat shorter than usual.

The U.S. Army Medical Research and Materiel Command Military Operational Medicine Research Program (MOMRP) Funding Opportunity for Fiscal Year 2010
The U.S. Army Medical Research and Materiel Command, Military Operational Medicine Research Program (MOMRP) intends to publish a funding opportunity inviting research applications to conduct randomized controlled trials (RCTs) that focus on validating and/or optimizing treatment for "complicated" posttraumatic stress disorder (PTSD) among active duty Army Soldiers. For the purpose and intent of this funding opportunity, "complicated" PTSD is defined as PTSD with co-occurring mental disorder(s) including Generalized Anxiety Disorder, Substance-Related Disorders, and Mood Disorders, as well as other co-occurring problems like bereavement, sleep disturbance, chronic pain, suicide behavior, or multiple traumas (e.g., military sexual trauma and combat-related trauma). MOMRP encourages submissions by members of the research community with interests in improving evidence-based psychosocial, behavioral, pharmacological, and/or combined treatment of active duty Army Soldiers with "complicated" PTSD who have previously deployed, are currently deployed, or are post-deployed from Operation Enduring Freedom/Operation Iraqi Freedom (OEF/OIF). Applicants must demonstrate the ability/plan to access and recruit active duty Army participants. This funding opportunity maximum amount is $3.5 million with a period of performance of no longer than three years.

NIH new "GO" Grants Program
GO Grants:

Under the Recovery Act, the NIH has established a new program entitled Research and Research Infrastructure "Grand Opportunities" hereafter called the "GO" grants program. This new program will support projects that address large, specific biomedical and bio-behavioral research endeavors that will benefit from significant 2-year funds without the expectation of continued NIH funding beyond two years. The research supported by the "GO" grants program should have high short-term impact, and a high likelihood of enabling growth and investment in biomedical research and development, public health, and health care delivery. Only applications with budgets greater than $500,000 total costs per year for a project period of two years are expected to be considered. The total annual cost for individual awards is expected to vary, depending on the scope of the project and the number of participating institutions.
The participating NIH ICs have designated at least $200 million in FYs 2009 - 2010 to fund 200 or more grants, contingent upon the submission of a sufficient number of scientifically meritorious applications. Because the nature and scope of the proposed research will vary from application to application, the size of each award will also vary.

The Penn State Clinical and Translational Science Institute (CTSI) Pilot Project Grants
Goal: to catalyze the development of interdisciplinary research teams
(also called "Translational Research Clusters") that address relevant
health problems, and to assist them in the generation of preliminary

Approximately eight awards are anticipated.
Funding is being provided by the College of Medicine, the Huck

NIH Peer Review Changes
NIH will begin to implement a number of changes to the peer review process that apply to most applications submitted for the January 2009 deadline and beyond. The new system of reviewing and scoring applications, that is designed to increase reliability, consistency and transparency include: 1) scores on a 9-point rating scale; 2) enhanced review criteria with individual scoring; 3) formatted reviewer critiques; 4) clustering of new investigators, and 5) single resubmissions.

Congressional Research Awards: Proposal deadline February 1, 2009
The Dirksen Congressional Center invites applications for grants to fund
research on congressional leadership and the U.S. Congress. A total of
up to $30,000 will be available in 2009. Awards range from a few hundred
dollars to $3,500. The competition is open to individuals with a
serious interest in studying Congress. The Center encourages graduate
students who have successfully defended their dissertation prospectus to
apply and awards a significant portion of the funds for dissertation
research. Applicants must be U.S. citizens who reside in the United

Understanding and Facilitating Human Behavior Change

The T-R01 program invites proposals from investigators and
interdisciplinary teams working to understand basic mechanisms of
behavior change at the biological, behavioral and social levels and
developing innovative approaches to intervention. Questions of
particular interest include how the interaction between neural,
biological, behavioral, psychological, and social factors result in
initial and sustained behavior change (possibly best understood via
trans-disciplinary approaches including neuro- and behavioral economics,
affective neuroscience, and approaches that focus on "will power" or
behavior regulation). Highly responsive applications may also propose
the use of new technologies and/or consider the broader context in which
individuals live to understand basic mechanisms of behavior change
common to multiple health conditions.

The Center for Family Research in Diverse Contexts (FRDC) in partnership with the Children, Youth, and Family Consortium (CYFC) invites faculty to submit proposals for seed grant monies for the 2009-2010 academic year. The FRDC also invites graduate students to submit proposals for funding opportunities. The goals of the funders are 1) to develop and promote interdisciplinary collaborative basic and applied research involving the study of diverse populations, and 2) to provide training in diversity research for young investigators and transitional scientists.
